In 2002, Watsonville’s voters mandated an Urban Limit Line to encourage walkable mixed-use development and protect the valuable farmland of the Pajaro Valley. Updated and expanded General Plan policies effecting recreational and ecological open space provided integrated strategies for creating a network of parks, trails and ecological corridors. Landscaping and site design guidelines were also established for reducing stormwater pollutants associated with urban runoff. City standards and implementation strategies transform low-intensity commercial strips into higher-density mixed-use boulevards and policies to revitalize Watsonville’s downtown.
